A day after Ukraine and Russia signed a deal allowing Ukraine to reopen its ports to export grain, Russian missiles hit Odessa, Ukraine’s biggest port.
Ukraine is one of the world’s largest exporters of wheat, but has been unable to ship most of its crops since the start of the invasion in February. The Russian attack breaks conditions of the deal. A Ukrainian foreign-ministry spokesman accused Vladimir Putin of “spitting in the face” of António Guterres, the UN secretary-general, and Recep Tayyip Erdogan, Turkey’s president, who brokered the agreement.
